What is IBTS on mobile home?
IBTS is responsible for the monitoring and annual assessment of the business processes and procedures of the manufacturers, third party agencies and state government agencies that participate in the Federal program. HUD has regulated the design and construction of manufactured homes since June 1976. The Federal Program includes monitoring of third parties involved in the design review and inspection process, but excludes the actual sitting of the homes. Some states inspect every installation, while in others; the inspections are done either by local government or not at all. HUD uses a small staff at its headquarters, supported by agreements with 38 states SAAs, a Monitoring Contractor, IBTS, and testing laboratories, on occasion, to administer the program. IBTS is the only agency that can provide manufactured home owners, real estate agents, brokers, and other stakeholders with a Label Verification Letter, which can suffice for missing HUD labels.
You may be able to obtain the data plate by contacting the In-Plant Primary Inspection Agency and the manufacturer. Certain HUD approved states and private third party agencies, IPIA and DAPIA, inspect manufactured homes and verify that manufacturers' designs are consistent with the HUD standards. Home Manufacturers contract directly with the state or local third party for the design review and home inspection services. Lists of the state governments and HUD-approved third party inspection agencies are available. Department of Housing and Urban Development regulates the construction of certain factory-built housing units, called manufactured homes, formerly known as mobile homes.

In some states, the Serial number and VIN number may be one and the same; however, this can vary by State. IBTS is the single source for manufactured home data used to identify whether a home was built according to the HUD Manufactured Home Construction and Safety Standards and, if so, how it was designed and constructed. Units must have a permanently affixed data plate that describes design loads and specifications (e.g. live load, snow load, wind load, & seismic zone). If the information cannot be located on or within the home, the requester should obtain previous financing paperwork for the home where this information may have been previously required and documented by a lending institution. HUD, through its contractor IBTS, might be able to provide a letter certifying the specific HUD labels that were attached to the home.

The Certification labels can be in sequential order but they may not be. The HUD labels are identified by a three-letter prefix followed by six numbers (i.e. RAD ). All Factory Built Homes, both HUD and Modular homes, have a Data Plate permanently attached to them when they are constructed. It’s a several digit serial number that identifies various details of your home.
Conventional Loans A conventional loan is a mortgage that’s not insured by a government agency. Most conventional loans are backed by mortgage companies Fannie Mae and Freddie Mac. Fannie Mae says that conventional loans typically require a minimum credit score of 620. This home has_ has not_ been equipped with storm shutters or other protective coverings for windows and exterior door openings. This manufactured home IS NOT designed to accommodate the additional loads imposed by the attachment of an attached accessory building or structure in accordance with the manufacturer installation instructions.
