Ten of the 18 active HUD-approved third party agencies are units of state governments, with the balance made up of private for-profit corporations. All designs must be reviewed and approved by a manufacturer's design agency, a DAPIA , which also approves each plant's quality assurance manual. HUD tags are metal plates that are affixed to the exterior of manufactured homes built after June 15th, 1976.

The certificate is based on the zone requirements in effect at the time the home was manufactured, for the location of the home’s initial destination (dealer/retail center). IBTS is not liable for changes to the home’s construction, or subsequent home moves that may affect the home performance information verified. This metal tag generally should be attached to the rear of the home, usually about a foot from the side and a foot up from the bottom. This has been required by HUD on every manufactured home built since June of 1976. All questions regarding expediting label verification requests should be addressed to HUD’s contractor, IBTS.

HUD's Minimum Property Standards Program

Oversee the reporting of certification label usage and collection of label fees. A single-width manufactured home can be no older than 10 years, measured from the manufacture date on the HUD Data Plate to the effective date of the original appraisal. The manufactured home must be a one-unit dwelling that is legally classified as real property and cannot include an accessory dwelling unit. A list of major factory-installed equipment, including the manufacturer's name and the model designation of each appliance. The serial number and model designation of the unit, and the date the unit was manufactured.

Conventional Loans A conventional loan is a mortgage that’s not insured by a government agency. Most conventional loans are backed by mortgage companies Fannie Mae and Freddie Mac. Fannie Mae says that conventional loans typically require a minimum credit score of 620. This home has_ has not_ been equipped with storm shutters or other protective coverings for windows and exterior door openings. IBTS conducts the following monitoring activities:

Units must meet the requirements of the 1995 Model Energy Code or the latest HUD-accepted MEC standard. The VIN number, also known as the serial number, chassis number or CRIS number of the mobile home, allows you to know the year of manufacture, make and model of the static mobile home. It is generally positioned at the location of the drawbar, on the inside of the water heater door or on the timing plane. Plate riveted to different sections of your mobile home representing construction certifications. However, some may contain the VIN number, if you see a 17-character alphanumeric set, that is your VIN. IBTS desires to accurately process the information entered into the WebLabels System, protect all information from unauthorized use and accurately present the Manufactured Home industry-wide production and shipment information to HUD.

You may be able to obtain the data plate by contacting the In-Plant Primary Inspection Agency and the manufacturer. Certain HUD approved states and private third party agencies, IPIA and DAPIA, inspect manufactured homes and verify that manufacturers' designs are consistent with the HUD standards. Home Manufacturers contract directly with the state or local third party for the design review and home inspection services. Lists of the state governments and HUD-approved third party inspection agencies are available. Department of Housing and Urban Development regulates the construction of certain factory-built housing units, called manufactured homes, formerly known as mobile homes.

Data Plates/Compliance Certificates

The Federal program also oversees enforcement of the construction standards through private inspection agencies and state governments. The Design Approval Primary Inspection Agencies approve manufactured home designs for compliance with the Federal Manufactured Home Construction and Safety Standards. Production Inspection Primary Inspection Agencies inspect manufactured home facilities to ensure that in-plant quality assurance systems continue to build conforming homes. In addition, IBTS assist SAAs in carrying out their responsibilities in overseeing manufacturers, retailers, installers and the handling of consumer complaints. Manufactured home retailers also have certain responsibilities to ensure that only homes that meet the Standards are sold to the general public.

In some states, the Serial number and VIN number may be one and the same; however, this can vary by State. The Department of Motor Vehicles or the state or local agency that regulates housing within your state may be able to assist you. The name and address of the manufacturing plant in which the manufactured home was manufactured.
